Case Studies - New CLEC Launch

The Need: A very large North American cable television service provider was looking to expand its portfolio of services while addressing the Competitive Local Exchange Carrier (CLEC) marketplace.  It required help with everything from strategy development and network technology selection and deployment to billing system development, integration, and implementation, and organizational readiness for the new business enterprise.  The client also wanted to implement a convergent customer service strategy to satisfy its customers’ demand for more than one service offering.  This particular client needed expertise in such a broad range of operational areas that it turned to 4-tel.com for guidance.

The Work: We assumed several roles on this project, including System Architect, Program Manager, and Business Architect.   As a Business Architect, we confirmed and clarified the client’s Local Access business strategy, and developed an overall Business Implementation strategy and macro plan  that defined the project’s critical path, major dependencies, staffing requirements, and budgetary allocations.  We led teams to research CLEC best practices and we developed new CLEC business processes down to the elementary business process level.

In our System Architecture role, we established and managed a Solution Design Lab that identified the business process opportunities for enabling technologies and correspondingly, we prototyped the client’s new CLEC operations model.  We also provided consulting expertise on billing system requirements, Customer Care/Order Entry, and OSS selection and integration.

As a Program Manager, we managed the organizational change team to successfully design, mobilize and engage the new CLEC labour force, in addition to coaching the client on general concepts of facility design and provisioning, +interim local number portability, administering local loops, and service order provisioning.

The Outcome: This project’s scope and its strategic importance to the client was massive, and as such, required the type of qualified, experienced, and knowledgeable professionals that only 4-tel.com can provide to the telecommunications marketplace.  The project elements assigned to us were all completed in a timely fashion, with nearly all recommendations being adopted by the client.
